A complete dispersion relation for a whistler mode wave propagation in
an anisotropic warm ion-electron magnetoplasma in the presence of par
allel electric field using the dispersion relation for a circularly po
larized wave has been derived. The dispersion relation includes the ef
fect of anisotropy for the ion and electron velocity distribution func
tions. The growth rate of electron-ion cyclotron waves for different p
lasma parameters observed at L = 6.6 RE has been computed and the resu
lts have been discussed in detail in the light of the observed feature
s of VLF emissions and whistlers. The role of the combination of ion-c
yclotron and whistler mode electromagnetic wave propagation along the
magnetic field in an anisotropic Maxwellian weakly-ionized magnetoplas
ma has been studied.
