It is suggested that the spectrum of galactic cosmic rays with energie
s greater than or similar to 10(15) eV is formed in the surroundings o
f pulsars. Acceleration of particles with energies greater than or sim
ilar to 10(15) eV occurs at the expense of their interaction with the
electric field of the pulsar wind. The maximum attainable energy of th
e accelerated particles is determined by the potential difference betw
een the polar and equatorial regions of the pulsar, and can be as high
as 10(19) - 10(20) eV.
