We study the theoretical uncertainties which arise from the presence o
f both very large and very small momenta in the BFKL approach to small
-x physics. We present a modification to the BFKL equation which incor
porates an ultra-violet limit suggested by energy conservation. The so
lution of this equation results in a gluon distribution which has a sl
ower growth at small x and low Q2 than that of the traditional BFKL eq
uation.
