We have performed dielectric measurements on natural and artificial ro
ck samples in the range 5 Hz- 1 3 MHz. For the lowest frequencies, we
get very high permittivities, which do not depend significantly on sam
ple thickness. We attribute these permittivities to diffusion effects
at the solid-liquid interface. Calculations were made using the so cal
led Grain Consolidation Model, which was generalized to include interf
ace effects. The model gave reasonable agreement with experiments.
