Abstract
The Flowers Report strongly influenced policy concerning computers for research, at universities and at government laboratories, after its p ublication in 1966. In the previous decade and a half, policy was shap ed by many interests, particularly those of government departments and academic centres of computer design, The issues and demands that led to the Flowers Report being commissioned, along with its conclusions, are discussed.
