The stellar velocity dispersions of Draco and Ursa Minor have been use
d to infer large dark matter halos with central mass densities that ar
e two orders of magnitude larger than found in brighter galaxies. We o
ffer a different dark matter model. We fit the star count profiles usi
ng massive central black holes (1-2 x 10(7) M.) and investigate the ag
reement between this model and the latest velocity data. Such black ho
les produce the large observed velocity dispersions and create a densi
ty and distinctive velocity cusp close to the center. Star counts reac
hing the main sequence will lead to more accurate centering of the iso
pleths and may reveal a more prominent cusp.
