The electrodynamic interaction of penetrating radiation with a dielect
ric cylindrical structure in the form of an infinite cylinder with a f
illing is examined including ionization heating. It is shown that elec
trical breakdown can develop in the shell of the structure as a result
of this interaction. A method is proposed for estimating the distribu
tion of potentials and currents along the inner surface of such a shel
l and a solution of the problem using the method of finite differences
is presented.
