The pitfalls of subtly or not so subtly characterizing persons with di
sabilities as victims are discussed in this paper. Rehabilitation prof
essionals, and the delivery systems they represent, are urged to adopt
a perspective that will promote client empowerment and a de-emphasis
on the differences between persons with and without disabilities. Rese
arch is recommended in areas related to the effects of client behavior
s upon the environment and vice versa, and to the development of speci
fic treatment interventions that professionals can use to empower thei
r clients.
