Abstract
How the ballot is structured encourages particular strategies of elect oral choice. One philosophy is to de-emphasize party by listing candid ates alphabetically. Ireland's single transferable vote ballot takes t his form. This encourages voters to express support for candidates of more than one party. Malta and Australia also use the single transfera ble vote, but the ballot groups candidates by party. The result is far fewer vote transfers between parties than is typical in Ireland.
