This paper characterizes a class of problems that are knowledge intens
ive hut with characteristics differing from those traditionally amenab
le to an expert system approach. They are transient, emerging and rece
ding in importance over time. They appear in environments where knowle
dge intensive attention is highly scarce. And the opportunity cost in
searching for confirming and clarifying data is high. The paper detail
s a system for addressing such problems and continues by illustrating
the system's effectiveness through a case study of the system's use.
