Evaluation is recognized as a key and integral element of the joint na
tional effort of intelligent-vehicle highway systems (IVHS) research,
development, and deployment. It is expected to play an important role
in assessing the most cost-effective approaches for IVHS development.
In this paper, an evaluation framework for IVHS is proposed, which ide
ntifies three important dimensions for IVHS evaluation: (1) IVHS syste
m architecture; (2) IVHS operating environment; and (3) impact on tran
sportation system. Efficiency and effectiveness criteria, and the appr
oaches to perform the evaluation are proposed for each dimension. Anti
cipating that different evaluation schemes would be designed and imple
mented by different organizations, it is intended that the characteriz
ation and the suggested criteria would help to form a common basis for
consistent comparisons. Considering the fast pace of IVHS development
, it is urgent that a comprehensive evaluation framework be developed,
and this paper is an attempt to meet this need. Hopefully, this paper
will general comments and eventually lead to better frameworks.
