Abstract
A phenomenological equation of motion is proposed to account for two d istinctive features of low-frequency inverted pendulums: frequency ind ependent internal losses and instability at resonance frequencies belo w a critical threshold. The comparison with recent experimental data i s discussed in detail. A new characterization of the background loss f or a mass suspended as a pendulum by wires is also derived.
