We derive the dispersion of capillary waves (ripplons) in a microstrat
ified He-3 phase above a He-3-He-4 solution substrate. Both the real a
nd imaginary parts of the ripplon frequencies are evaluated by taking
into account the essential process of viscous damping. The influence o
f these surface modes on the well-known system formed by electrons tra
pped at the surface of liquid helium is investigated. We show that the
low-damped capillarylike surface mode, found in the microstratified s
olution, interacting with the surface electrons determines their dynam
ical properties at low temperatures.
