The sector of quantum gravity induced by the conformal anomaly (infrar
ed gravity) is considered on the curved background. The one-loop effec
tive potential (including terms the curvature) is calculated in this t
heory. It is shown that the theory admits phase transitions induced by
curvature. Critical values of the curvature are estimated for differe
nt choices of parameters of the theory
