The cosmic X-ray background (XRB) is explained as emission from the ce
ntral engines of quasars and active galactic nuclei (AGN) in the frame
work of the hybrid accretion disk model (Wandel & Liang 1991) using th
e observed X-ray luminosity function (Boyle et al. 1993). It is shown
that this model can produce the observed XRB from 0.5 to 100 keV, incl
uding the peak at 30 keV and the soft X-ray excess, while being consis
tent with the observed X-ray spectra of AGN.
