New vehicle and fuel technologies become necessary to minimize energy
consumption and air pollution. VITO's research objective is the evalua
tion of these new realizations in terms of costs, emissions and fuel c
onsumption. This paper presents a methodology of cost-effectiveness st
udy in which the estimation or calculation of vehicle emissions is ver
y important. The estimations are completed by on-the-road emission mea
surements. The prototype measuring system and a first test run are des
cribed. The results of both estimations and measurements enable us to
carry out real impact studies. Moreover, an important contribution to
the Belgian emission inventory will be realized.
