The Russian export control system is being reoriented to adapt to the
market system and to cover primarily nonproliferation tasks. The Russi
an government has taken legal steps to abide by multilateral control r
egimes, but requires Western technical assistance, particularly at the
level of implementation by private companies. Nevertheless, Russia ha
s a sufficiently effective export control system to alleviate Western
concerns and to make the Coordinating Committee for Multilateral Expor
t Controls (COCOM) restrictions unnecessary.
