The concept of state licensure for orientation and mobility specialist
s was first discussed at the 1986 International Conference of the Asso
ciation for Education and Rehabilitation of the Blind and Visually Imp
aired (AER). This article discusses the development of state licensure
by AER, subsequent efforts to obtain licensure in Tennessee, and a st
rategy for pursuing state licensure in other states.
