Abstract
The paper relaxes the perfectly competitive market assumptions of huma n capital theory to derive hypotheses about the impacts of imperfect m arkets on incentives to invest in human capital, particularly educatio n. The paper then draws on existing studies to test whether the hypoth eses are supported or not for resources-dominated economies. Because o f imperfect markets, individuals may make human capital decisions that lead to poverty.
