A possible effect of spin fluctuations on the electric field gradient
in Cu-0 layers in HTSCS is studied by the phenomenological antiferroma
gnetic Fermi-liquid theory of Millis et al. Our theoretical analysis s
uggests that the coupling between the quadrupole charge density and th
e spin fluctuations in the two-dimensional 'metallic' Cu-0 layers is t
he origin of the temperature dependence of Cu-63 NQR frequencies at th
e Cu(2) sites in YBa2Cu3O7-delta.
