The problem involved in constructing a radio-wave monitoring device at
microwave frequencies for the accurate measurement of the phase of th
e transmission coefficient of a plane electronmagnetic wave through a
dielectric specimen or a dielectric article of limited area are consid
ered. The circuit of a precision measuring instrument which uses the m
odulated-reflection method is described. The main components of the me
asurement error are considered. Ways of improving and extending the po
ssibilities of the instrument are indicated.
