Forward-scattering peaks in the angular distribution of photoelectrons
rotate for a dominant angular and magnetic quantum number pair L(0)=(
l(0),m(0)) in the direct wave. This rotation is explained within the q
uantum-mechanical scattering theory. The result is an extension of the
model of Daimon et al. [Jpn. J. Appl. Phys. 32, L1480 (1993)] who use
a semiclassical picture of motion. An approximate formula is derived
within the single-scattering approximation. It is shown that the phase
of the scattering amplitude at forward scattering determines whether
there is a maximum or a minimum in the intensity.
