Abstract
We present experimental evidence that shows that the transport mechani sm on the insulating side of the superconductor to insulator transitio n may be modified by the presence of small ''droplets'' of non-percola ting superconducting regions. From the conductivity point of view, the system behaves as a granular system despite the fact that the underly ing structure is essentially amorphous.
