In December 1994, the Spanish Constitutional Court put to rest a long-
standing controversy regarding the constitutionality of the regional C
atalan government's educational policy of Linguistic Normalization. Th
is policy makes the Catalan language-not Spanish-the primary language
of instruction in public schools. The Constitutional Court held that t
he challenged provisions of the Catalan Law of Linguistic Normalizatio
n are;constitutional. This decision illustrates the modern trend in Sp
ain towards decentralization and extending important powers to regiona
l governments.
