A mechanism for electroreflectance spectra formation is proposed for t
he case of water adsorption with partial charge transfer on a nonunifo
rm metal surface. This approach is based on an assumption of electromo
dulation of optical polarizability in the adsorbed water layer. Linear
and nonlinear potential dependences of spectroscopic characteristics
of adsorbed molecules are discussed. The calculated electroreflectance
spectra of iron agree well for weak partial charge transfer with the
experimental spectra of active iron in 0.1 N NaOH.
