A prominent American specialist on Soviet and Russian affairs presents
the results of surveys conducted among foreign policy elites (N=200)
and the general population (N=1,243) in European Russia in 1993. Surve
y instruments tapped attitudes toward economic, political, and foreign
policy issues, including foreign economic relations and integration i
nto the global economy. Results demonstrate substantial differences be
tween elites and the general public on all three sets of issues, as we
ll as unexpected relationships between domestic and foreign policy att
