Abstract
The overall concern of the present paper is with system performance. T he sections which follow will: (1) present a brief overview of the fun damental theorem of system structure; (2) develop and test a very simp le model of school district performance/change and statistically exami ne key structural features following the outlines of the theorem; (3) estimate the resource requirements for a program which would optimize the performance of the districts under study; and (4) set forth severa l conclusions and suggestions for further research.
