The paper presents a novel measurement preprocessing technique to enha
nce the performance of conventional Kalman-filter-based tracking algor
ithms. Received measurements are preprocessed, based on a maximum-like
lihood estimation approach. Simulation results show the superior perfo
rmance of this approach both in clean and cluttered environments.
