In this article the author outlines the major criticisms made of the Y
oung Offenders Act (YOA). There are critics who would make the law har
sher on young offenders, and there are those who say it is failing bec
ause it is not sufficiently oriented to rehabilitation. These criticis
ms are analyzed in some detail, including an examination of the extent
to which the YOA is an improvement over the previous legislation. Som
e reforms are proposed to meet the criticisms coming from the above me
ntioned opposite ends of the ideological spectrum.
