Abstract
The analytical expression of the propagator is obtained by using lie a lgebra method. The fission rates at the saddle point in both the const ant and the coordinate-dependent mass, friction and temperature cases are calculated based on the formulae of the propagator and local appro ximation. The numerical calculation for Pu-240 shows the fission rates from our method are reasonable.
