Post-Soviet foreign policy has remained obscure and, in essence, has b
ecome a hindrance to the development of Russia's relationship with the
world. The present government's philosophy of foreign policy can be c
haracterized as ''Euroatlanticism'' and ''ideological moralism.'' A co
nstructive alternative is the ''Eurasian'' or ''pragmatic'' viewpoint,
stressing geopolitics, protection of the rights of Russians outside R
ussia, and willingness to use strong tactics in the economic, politica
l, and military spheres.
