Abstract
Through its membership in the Missile Technology Control Regime (MTCR) , Russia recognizes the inadmissibility of unontrolled proliferation o f missiles and missile technology. The decision to join the MTCR was m ade with the realization that it will serve Russian national interests . Opponents of the MTCR allege that Russia thus deprives itself of luc rative markets. However, Russian sale of missile systems and technolog ies should be promoted only on the basis of constructive cooperation w ith other industrialized nations. The adjustment of the contract with India for their purchase of cryogenic rocket engines was part of an ac ross-the-board orientation to MTCR requirements that does not call int o question peaceful space programs planned by India.
