Historically, American and Russian national interests have not been co
nfrontational, and the coming period may see a reestablishment of trad
itional patterns. The United States and Russia are now engaged in coop
erative efforts in arms control (including safe and secure dismantleme
nt), nonproliferation, and export controls. The April 1993 Vancouver S
ummit gave a major boost to negotiating a test ban treaty. Other areas
for future consultations include: defense and military cooperation, p
eacekeeping, and counterterrorism.
