NATO members have been intensifying their cooperation on nonproliferat
ion policy. The January 1994 Alliance Summit established two working g
roups dealing with the political and military aspects of the prolifera
tion policy. The ensuing policy framework was made public at the Istan
bul NATO ministerial meeting in June. According to the author, NATO sh
ould consider an ''assertive nonproliferation policy,'' including: 1)
defusing proliferation incentives; 2) enforcing international sanction
s; 3) offensive military action; and 4) ballistic missile defense.
