Abstract
The macroscopic fluctuation theory of the Giant Dipole Resonance (GDR) in hot rotating nuclei is discussed. The theory is extended to includ e spin projection which is important at rapid rotation. The GDR is sho wn to provide a good signature for the Jacobi phase transition that oc curs at some critical spin from oblate to triaxial shapes with very la rge deformation.
