This is the final report of a Committee appointed in 1991 by the Inter
national Economic Association to investigate the desirability and feas
ibility of establishing a new Graduate ''School of Economics and Econo
mic Development'' (SEED) as an international center of excellence in a
Third-World Country. The report reviews the purpose of such an instit
ution, and provides an ideal blueprint. Key elements are a Third-World
location, a special but non-exclusive commitment to issues of develop
ment, an aim of scientific excellence carried by an international grou
p of teachers, researchers and students coming from both developed and
developing countries. Two alternatives are considered: a full-fledged
school offering Ph.D. and M.A. programs; or a simpler and cheaper alt
ernative centered on research, M.A. education, and hosting of Ph.D. st
udents from other institutions. The budgetary needs of both projects a
re assessed. Although the full-fledged project is preferred, the cheap
er alternative is perhaps more feasible, and remains entirely desirabl
e. Reactions, objectives and counterproposals are reviewed.
