The paper describes one of the first field measurements of positive se
quence voltage phasors at key system buses during a recent switching o
peration at Plant Scherer of the Georgia Power Company. The phasor mea
surements were synchronized using time transmissions from the Global P
ositioning System (GPS) satellites. The data show the first ever obser
vation of power swings recorded via synchronized phasors at several po
ints on an integrated power network. Measurements were made on the Geo
rgia Power Company (GPC) system, the Florida Power and Light (FPL) sys
tem, and on the Tennessee Valley Authority (TVA) system. The disturban
ce was also simulated on a stability program. Results of the simulatio
n, and a comparison with the observed field data are also included.
