Abstract
The phase structure of 3-dimensional SU(2) lattice gauge theory is stu died by using variational method with an independent plaquette trial a ction. The mean-plaquette internal energy E(p) approximately beta curv e is smooth, which shows only one confining phase, and is better than that given by independent link trial action.
