We consider the Batalin-Fradkin-Vilkovisky (BFV) quantization of elect
rodynamics on a Friedmann-Robertson-Walker background. We use a one-pa
rameter family of gauges interpolating between Lorentz and Coulomb gau
ges. We demostrate how the complete fixation of gauge freedom is achie
ved. The path integral measure of a functional subsurface defined by g
auge condition is constructed. The one-loop partition function is prov
ed to be gauge independent.
