We describe a new particle-identification technique based on precision
timing measurements to determine the Cherenkov angle of photons emitt
ed by particles passing through a quartz radiator. A Monte Carlo simul
ation indicates that good pi-K separation can be obtained for a large
range of particle momenta and incident angles. A prototype detector to
demonstrate the feasibility of the concept is under construction.
