Let f be a meromorphic function in the plane and N1(r) stands for the
Nevanlinna counting function of critical points of f. We obtain a comp
lete description of functions f of finite lower order with the propert
y N1(r) = o(T(r)), r --> infinity. In particular, we show that this pr
operty is equivalent to SIGMA(alpha is-an-element-of CBAR) delta(a, f)
= 2.
