The development of a simulation software for port operation is describ
ed, with special emphasis on considerations for choosing both software
and hardware. These considerations, along with input and output requi
rements, led to a decision to write the software in C and to use simul
ation library SSS. The resulting software is portable, flexible and co
mprehensive, it addresses multiple port functions, various ship arriva
l patterns, fleet composition, labor and productivity issues. It is th
e only simulation model known to deal with coordination between termin
als in more than one port.
