An approach to nuclear reactions is discussed in which the rotating-fr
ame approximation is combined with an algebraic model of the nuclear c
ollective states, the interacting-boson model. The coupled multi-chann
el problem reduces to that of single-channel potential scattering with
a fluctuating potential, whose strength is characterized by a finite
set of values. Several versions of the rotating-frame approximation ar
e compared with an exact coupled-channel calculation for the inelastic
scattering of an cu-particle from Sm-154. It is shown that an appropr
iate choice of the version used, together with a proper normalization
of the coupling strength, leads to a significant improvement upon the
conventional form of this approximation when Coulomb excitation is inc
luded.
