Abstract
Our system of lawmaking-in which laws are rarely the product of object ive and intelligent cooperation among scientists, business people, and managers-seems ill suited to the challenge of protecting natural syst ems. But there are reasons other than the magnitude of the task or the shortcomings of our political process for the failure of law to prote ct our natural environment.
