Abstract
The authors use data from the National Assessment of Educational Progr ess to argue that achievement growth in reading, mathematics, and scie nce may possibly be constrained by the growth and distribution of gene ral intelligence. Indeed, the failure of school practices to boost gen eral intelligence would explain much of the disappointment with the ef fects of school reform policies of the last 20 years.
