For the first - and possibly the last - time, the Commonwealth Institu
te (still under threat of closure) hosted a one-day tourism symposium
on 22 March 1994 with the theme: Tourism Hosts and Guests - Partners i
n Development? It brought together representatives from so-called deve
loping countries, the UK tourism industry and other concerned parties,
and students and academics. The complexity of the issues involved and
the question mark over the term 'development' gave ample scope for ap
proaching the symposium's theme from a variety of angles. The panellis
ts' deliberations of the day and two workshops consequently provided s
timuli for further enquiries rather than answers to the theme's centra
l question. Peter Grabowski (University of Luton) summarizes the panel
ists' contributions and some of the dicussions.
