A very simple phenomenological nucleon-nucleon effective interaction i
s derived by folding-model analyses of 36 sets of heavy-ion elastic-sc
attering data at energies E/A between 10 and 100 MeV. It is represente
d by a single Yukawa term with a complex strength that varies slowly w
ith energy. It is appropriate for peripheral collisions at intermediat
e energies. It is proposed for use in consistent analyses of elastic-
and inelastic-scattering measurements. The possible role of spin-orbit
coupling in heavy-ion elastic scattering at the higher energies is di
scussed.
