Abstract
How to build a density functional which would describe a multielectron system in an external field in a dielectric environment? Trying to an swer this question we analyze the case of homogeneous media in a ''dou ble adiabatic approximation'' to offer simple modification of the know n expressions for the electrostatic, exchange and correlation energy t erms, where the high frequency and static dielectric constants enter i n a different way.
