Abstract
Well-organized medical insurance systems cover all medical fees for di abetes mellitus, and diabetics can visit doctors quite freely in Japan . Also insulin therapy by self-injection became legal and covered by h ealth insurance after 1981 in this country. Despite such good conditio ns for the patients, there are some problems such as the increase of p atients with diabetes, poor education systems for diabetics and not en ough systems to care for patients with severe diabetic complications.
