We discuss the problem of ordering random-bond and disordering random-
field effects in the quadrupolar orientational glass. Molecular field
estimation, improved by configurational and thermal fluctuations, is g
iven in the framework of the short-range model for site-diluted ortho-
para hydrogen mixtures. We conclude that quadrupolar glass orientation
al ordering critically depends on the random-bond effects and is drive
n by strong correlated molecular and reaction fields.
